First elected to the Guam Congress in 1936, Antonio Borja Won Pat (1908 – 1987) was a mainstay in Guam politics. He was most noted for spearheading the Organic Act of Guam and acting as the island’s first Washington representative in the US Congress.

Henry Louis Larsen (1890 – 1962) was a lieutenant general of the US Marine Corps, and was the governor of Guam from 15 August 1944 to 30 May 1946. His major mission of World War II was as Island Commander.

Carlos Pangelinan Taitano (1917 – 2009) was one of the leaders from Guam who brought about the signing of the Organic Act for Guam. He arranged for the crucial media coverage of the Guam Congress Walkout of 1949 that led to CHamorus attaining US citizenship and civil government.

William Edwin Safford (1859 – 1926), raised in Ohio, served as a lieutenant in the US Navy during the Spanish-American War. Guam became a possession of the United States after the signing of the peace treaty on 10 December 1898.
George R. Tweed (1902 – 1989) – was an American Navy man who was able to escape capture from the Japanese during their occupation of Guam in World War II, and the only American to survive the entire occupation in hiding.
On 20 June 1898, during the Spanish-American War, the USS Charleston sailed past Hagåtña and steamed into Apra Harbor. Captain Henry Glass who commanded the flotilla of four ships (the Charleston, the Peking, the Sydney and the Australia) was prepared to take the Spanish held island of Guam by force if necessary.

Not all CHamorus fought valiantly against Spanish occupation. There were some who chose to side with the Spanish for a variety of reasons.
United States Naval Captain Willis W. Bradley (1884 – 1954), governor of Guam from 1929 to 1931, attempted to make a series of changes in the way the island was governed. Upon arriving in Guam he used the 1929 Annual Report from the previous Naval governor to recommend to US Congress that CHamorus be granted US citizenship.

Francisco B. Leon Guerrero (1897 – 1974), also known as “Mr. Organic Act,” was known for his groundbreaking role in advancing the cause of American citizenship for the people of Guam. If there is one person responsible for the attainment of US citizenship by the people of Guam, it is FB Leon Guerrero.
