John Finona Blas was the executive director for the Mayors’ Council of Guam from 2001 until 2008, after accepting his current position as executive director of the Guam Election Commission.

Blas has an extensive background in public service. Prior to his current position, he worked with the Office of Senator Lloyd Umagat and was a staff member for the Office of Legal Counsel and recording secretary of the Guam Legislature during the 17th, 18th, and 19th legislatures. In 1988, Blas was elected as mayor of the village of Yigo where he served from 1989 to 1993. Blas returned to the legislature as Vice Speaker Ted S. Nelson’s chief-of-staff and later as a legislative committee staffer for former Senator Alberto “Tony” C. Lamorena. Blas also worked as a special projects coordinator for the Guam Telephone Authority where his duties were specific to its privatization.

Blas graduated from John F. Kennedy High School in 1981 and studied at both the Guam Community College and the University of Guam. He is one of ten children born to the late Juan Guerrero and Clotilde Finona Blas. He is married to Catherine Blas, and they have four children. He is also an experienced musician and plays with the band Local Brew.
